The position of Tax Collector, at the completion of the term in 2005, has become an appointed one. The Collector's office is down the left hallway on the first floor of Town Hall, 27 Main Street, Salisbury. Denise Rice is always cheerful, her phone never stops ringing and her door is open to all for payments or questions. After the Assessor has completed the Grand List and the Town budget is finished, the amount of funds necessary to run the Town are divided by the Grand list to determine the mill rate. Your property assessment (70% of the fair market) is then multiplied by the mill rate to determine your tax. Denise Rice, the Tax Collector, then generates invoices for real property, business and motor vehicle taxes. Property taxes are payable quarterly on January 1, April 1, July 1 and October 1, and residents have thirty days to respond either in person or by mail. In addition, the Tax Collector works closely with the Town Comptroller in all matters financial relating to Town income. Preparing and processing tax payments keeps the Tax Collector busy throughout the year and is indeed an integral of the Town of Salisbury.
