The Salisbury Assessor's office will be accepting applications for the Homeowner's tax relief program from February 1-May 14, 2010. Applicants are required by law to submit proof of their 2009 income (Income Tax Return if filed) and their Social Security form 1099 for the year 2009.
The income limits for this year are: married $39,500 and Single $32,300, this means all income including social security.
Elderly homeowners must have reached the age of 65 by December 31, 2009to qualify. Those homeowners on social security disability do not need to meet the age requirement but must show proof of their permanent disability status and meet the income limits for this program.
Salisbury residents who qualify may apply at the Assessor's Office at Town Hall Monday, Wednesday and Friday between 9am and 4pm. You may call 860-435-5176 with any questions.

As your Town property assessor, I am sensitive to concerns that you may have at this time regarding local property values. According to Connecticut State law, property is reappraised by my office just once every 5 years. Our last revaluation was for October 2005. At that time the market was studied, valuation tables were formulated based upon current sales, and values were assigned to individual properties based upon those tables. The tables and pricing criteria set in 2005 must stay in place for 5 years unless a mistake needs to be corrected or changes are made to a property. It does not matter if the real estate market increases or decreases during those 5 years. Our next revaluations is scheduled for October 2010. At that time property values will be adjusted to reflect current market condition. I hope that this answers some of your questions.
