Cowdery & Murphy, LLC – Investigation Report
In October 2018, members of the public presented the Board of Selectmen with allegations of sexual misconduct by Art Wilkinson, a former town employee who served for several decades as the Town’s Recreation Director, ending in 2005. The Board of Selectmen authorized the Town Attorney to seek an investigation of this matter, which resulted in the report below, presented by the law firm of Cowdery & Murphy, LLC.
Any members of the public who wish to report additional incidents regarding Mr. Wilkinson may call Thomas Murphy or James Healy of Cowdery & Murphy, LLC at (860) 278-5555.
The Town has made arrangements with Greenwoods Counseling Referrals in Litchfield, Connecticut to provide confidential assistance to anyone who may have been affected by the matters described in the report or by any similar conduct. Anyone seeking assistance may call Greenwoods Counseling at (860) 567-4437.
For many years the Town has instituted policies to conform to recreation industry standards. Among others, these policies include the following: requiring that no adult be alone with a child at any time; requiring that any correspondence from an adult involved in Town recreation activities be directed through the Town’s Recreation Director; and requiring that any communications from the Town’s Recreation Director regarding a child in the Town’s recreation programs be directed to the child’s parent or guardian. The Town will continue to work to ensure a safe environment for children involved in the Town’s recreation program.
